Fix Bug #486: [住院医生工作站-临床医嘱] 医嘱检索框不支持全局模糊搜索，未选"医嘱类型"时检索结果为空

根因：医嘱录入框(el-input)缺少@input事件绑定，导致用户输入关键字时不会触发handleChange搜索，
只有点击/回车时才会刷新搜索结果。对比门诊医生站prescriptionlist.vue(第624行)有@input="handleChange"，
住院医生站order/index.vue遗漏了此事件绑定。
